About Us
  • Woman to Woman, a non-profit organization dedicated to helping the victims of domestic violence in Israel, established the Jerusalem Shelter for Battered Women in 1982. Since then, under the auspices and supervision of the Israel Ministry of Social Affairs, it has aided hundreds of women who have suffered abuse at the hands of their partners. The Shelter provides physical haven and emotional security for women from all over the country regardless of religion, race, nationality, age, education or economic situation. They are referred to us by welfare authorities and social services, the police, hospitals, and emergency centers.

    Battered women are the victims of physical, sexual, emotional, verbal and economic assault and coercion. They are caught in a vicious cycle of violence which they cannot stop and which they cannot escape. The Shelter comes to the aid of these women and their children at a most difficult and vulnerable time in their lives, holding out the promise of a change for the better.

    Goals and Activities
    Woman to Woman’s primary goal is to ensure the welfare of the women who come to us for refuge and help them find a way to leave the cycle of violence. To this end Woman to Woman maintains a cluster of programs and facilities: Shelter, Children`s Center, Halfway Housing, Legal Aid, Community Rehabilitation and Integration.

    Woman to Woman - Milestones

  • 1978 – Woman to Woman is registered as non-profit association
  • 1981 – The Jerusalem Shelter for Battered Woman is established in its first home, Kinneret Street, Mekor Baruch neighborhood
  • 1982-1984 – Official recognition of battered women’s shelters by Hebrew University’s School of Social Work and by Israeli government; minimal government funding begins
  • 1986 – Jerusalem Shelter staff augmented by attorney and professional legal aid infrastructure initiated
  • 1988 – Jerusalem Shelter’s Children’s Center inaugurated
  • 1989-1991 – Intensive volunteer involvement in creation of professional fundraising framework and expansion of resource development 
  •  1991 – Move to new spacious Shelter site in southern Jerusalem
  • 1991-1992 – Expansion of administrative staff (bookkeeping and fundraising); Children’s Center volunteer system begun, including “Aktion Zuhnezeichen” (young volunteers from Germany)
  • 1994 – “NO’AM” Halfway Housing apartment program initiated
  • 2000 – “Limudia” project inaugurated for children in Shelter and Halfway Housing apartments; Shelter expanded by addition of storey
  • 2001 – Halfway Housing apartment program officially recognized; government funding begun; first volunteer course initiated; first fundraising event held to raise public awareness and encourage donations
  • 2005 – Staff augmented by counseling and volunteering coordinator to institutionalize volunteer framework
  • 2006 – Stage 3 support group inaugurated for former Shelter and Halfway Housing apartment residents who remain in Jerusalem
  • 2011 –Halfway Housing apartment program expanded to periphery – Ashkelon
